Activity
The Union of Rural Communes concentrates on cooperating with the Government and Parliament of Poland on behalf of communes. Since the time when the organization was established, it has been participating in the work of the Local-Government Commission as well as other permanent and temporary commissions of the Parliament in accordance with concerns expressed by. The Union often initiated introduction of amendments to legal acts and voiced opinions on issues important to communes.
The union is an organizer and co-organizer of training in self-governmental subjects, especially the knowledge useful to local-government supporters and employees working in communes. The Union cooperates and keeps in touch with all local-government organizations operating in Poland and delegates its representatives to take part in the Congress of Local and Regional Authorities of the European Council.
Developing a data base and a legal back-up for communes is one of the key tasks the Union will concentrate upon in the nearest future. The means to fulfil this objective include providing the member communes with access to the Internet for more efficient communication.
The Union's programme called the Self-Government Analyses System, now being implemented, aims at develop a system for monitoring the communes' expenditure on health care, social welfare and culture. The idea is to obtain these data from a source independent from the central government.
The formation of a legal back-up should enhance the Union's influence on the legislation concerning villages.
The Union's operation is the more efficient the more communes join the organization. Thus accepting new members is an important part of the activity.
